At first I just switched his boots...

... but look at the gap.
As I examined the figure you can see the difference between the two legs where the boot attaches...
...and even the boots themselves, I noticed they were quite different.
I did not want to alter the figure, so I had to alter the boots.
I sanded out the boots, then glued in an o-ring to hold the boot on the calf.Here's what the look like after the sanding and addition of the o-rings:
Now they fit tight without a gap.
